As the Vice President of State Government Relations at The Wright Group NY, Cleveland is rapidly emerging as a leading professional in the field of advocacy and public policy in New York. Cleveland's influence was particularly notable during his tenure as the Director of State Government Affairs in the Division of Intergovernmental Affairs (IGA) at the NYC Department of Housing Preservation and Development (HPD). In this role, he spearheaded the state’s housing agenda, developing and leading engagement strategies that promoted solutions for underrepresented and underinvested communities. His commitment to enhancing housing policies focused on increasing transparency and accessibility, making significant strides towards equitable housing practices in New York.

Prior to his work at HPD, Cleveland gained valuable experience in the agency’s Office of Asset and Property Management. He was instrumental in operationalizing Local Law 64 of 2018, which aimed to improve the leasing and sale processes of affordable housing. Before his roles in housing policy, Cleveland served as Legislative Aide, Committee Clerk, and Strategic Advisor to State Senator Brian Kavanagh. He managed a diverse legislative portfolio encompassing housing, finance, consumer protection, election reform, and environmental conservation. His tenure here was marked by significant achievements, including securing over $50 million in budgetary support for community organizations and nonprofits, and $250 million for NYCHA. His leadership in facilitating critical testimony during the State Legislature’s 2019 Hearings on Rent Regulation and Tenant Protection Legislation further established him as a formidable force in state government relations.

A proud multicultural third-generation Brooklynite with Southern, Jamaican, and Filipino heritage, Cleveland brings a unique and rich perspective to his professional endeavors. His deep roots in New York and his diverse background enhance his understanding of the communities he serves, enabling him to advocate effectively for policies that cater to a broad spectrum of societal needs.
